Are You Planning on Building a New Home or a Manufactured Home?


To assist you in acquiring permits to build your new home the following checklist has been developed. If you can answer "Yes" to the following questions, you have the necessary county permits required to begin construction of your home:

Do you have a copy of your registered deed?

A registered deed is required to be submitted to the Department of Land Management before your permits will be issued. The registered deed is the document that shows ownership of the property. If you are creating a new parcel (through a land division) see if a Certified Survey Map is required .

Do you have approval for your driveway?

Depending on the type of public road (town, county or state highway) your driveway enters on to a permit may be required. If your driveway enters on to a Town Road contact your Town Chairman . If your driveway enters on to a County Road Contact the County Highway Department at 877-538-4799. If your driveway enters onto a State Highway contact the Wisconsin Department of Transportation at 608-785-9967.

In addition, all driveways in Trempealeau County must meet minimum construction and safety standards .

Do you have your sanitary soil test, site evaluation and sanitary permit submitted to the Zoning Department?

Prior to issuing zoning, building or manufactured home permits for a residence a sanitary permit must be approved for the property. The first step in acquiring a sanitary permit is having a soil test and site evaluation of the property completed. In order to achieve this you must contact a licensed soil tester . Once a soil test has been completed and approved for the site, contact a licensed plumber to obtain a sanitary permit. A licensed plumber must sign sanitary permit applications.

Have you contacted a well driller?

The Trempealeau County Health Department regulates the installation of private wells. A well location permit is required prior to the installation of a new well, or the replacement of an existing well. The well location permit fee is $30.00 Here is a list of licensed well drillers .

Have you submitted your zoning, building or manufactured home permits to the Zoning Department?

Prior to any construction or earth moving a zoning, building or manufactured home permit must be submitted to the Trempealeau County Department of Land Management for approval. No construction or earth moving may take place until you have received an approved zoning, building or manufactured home permit.

A site constructed home requires that a zoning permit and a building permit be submitted .

A manufactured home requires that a manufactured home permit be submitted.

Have you contacted your Municipality regarding your construction project?

A signature from the Municipal Official is required on county building permits and manufactured home permits prior to the permits being submitted to the Department of Land Management. Be sure to ask the Municipal Official if any local permits are required. .

Have you completed your Erosion Control Plan?

A completed Erosion Control Plan must be submitted to the Department of Land Management and approved prior to any construction or earth moving. If you need assistance with completing your application you can contact the Trempealeau County Department of Land Management .

Have you submitted your Uniform Number Permit application (address)?

A uniform number (address) is required for all new residences. A completed uniform number application must be submitted to the Department of Land Management with zoning, building or manufactured home permits.

Have you paid your permit fees?

Applications will not be processed unless the application fees accompany them. Please make checks payable to the Trempealeau County Department of Land Management (DLM).

Have you received your building, zoning or manufactured home permit from the Trempealeau County Department of Land Management?

No construction or earth moving may take place until you have received an approved zoning and building permit. By ordinance the Trempealeau County Department of Land Management has 30 days to review most permit applications from the date they are received. However the Department of Land Management makes every effort to review and issue permits within 5 working days. You will be mailed your permits, which authorize construction and earth moving to begin. Do not start construction or earth moving until you have received your permits.
